Smoke-Free Hospitals Act of 1988 - Amends part A (General Provisions) of title XI of the Social Security Act to exclude a hospital from participation in the Medicare (title XVIII of the Act) or Medicaid (title XIX of the Act) program unless it prohibits the sale and smoking of tobacco products within its building or on its grounds.
