AIDS Health Services Act of 1988 - Directs the Secretary of Health and Human Services, through the Administrator of the Health Resources and Services Administration, to make grants to eligible consortia for services to people with acquired immune deficiency syndrome (AIDS) or AIDS-related complex (ARC), including for inpatient and nursing home care, primary community health and support services, and secondary community support services. Requires that priority be given to the development and availability of primary community health and support services. Requires at least 20 percent of funds made available to be used for the provision of services for members of minority communities. Authorizes appropriations for FY 1989 through 1991.

Directs the Secretary to conduct health and mental health services research focused on the delivery of services to individuals infected with the etiologic agent for AIDS, including studies on: (1) service delivery to members of minority communities; (2) the societal distribution of the costs of infection with the etiologic agent; and (3) the most cost-effective ways of providing services. Authorizes appropriations for FY 1989.
