Requires the Administrator of Veterans Affairs to conduct pilot programs during FY 1989, 1990, and 1991 under which the Administrator provides payments for, and otherwise facilitates the provision of, assistive monkeys to certain veterans who have service-connected disabilities and are quadriplegic.

Provides funding for the cost of developing and training such monkeys.

Requires the Administrator to: (1) evaluate the costs, benefits, and effectiveness of such pilot program; and (2) report to the House and Senate Veterans' Affairs Committees the results of such evaluation and the Administrator's estimate of financial savings (if any) to veterans with such monkeys due to reduced costs for the retaining of attendants for such veterans.
