Permanent Housing for Homeless Americans Act of 1988 - Directs the Secretary of Housing and Urban Development to provide FY 1989 and 1990 housing assistance for homeless or low-income individuals and families under the following programs: (1) section 8 assistance; (2) section 8 moderate rehabilitation assistance; (3) modernization of vacant public housing; (4) rental rehabilitation; and (5) funding for the rehabilitation of State and local government in rem properties.

Requires an annual program report to the Congress.
