National Housing Trust Act - Establishes the National Housing Trust in the Department of Housing and Urban Development to assist first-time homebuyers so the rate of interest payable on the mortgages does not exceed six percent. Sets homebuyer eligibility requirements.

Establishes the National Housing Trust Fund in the Treasury.

Authorizes FY 1989 through 1991 appropriations.
