Youth Suicide Prevention Act - Directs the Secretary of Education to establish a grant program to assist local educational agencies and private nonprofit organizations to establish and operate youth suicide prevention programs. Sets forth program requirements.

Amends the Education Consolidation and Improvement Act of 1981 to provide that a specified amount from the Secretary's Discretionary Funds shall be available to carry out youth suicide prevention programs under this Act for FY 1988.

Authorizes appropriations for FY 1990 and 1991 to carry out this Act.

Directs the Secretary to provide for: (1) evaluation of programs under this Act; and (2) dissemination of the results of such evaluation.
