Community and Migrant Health Centers Amendments of 1988 - Amends title III (General Powers and Duties of Public Health Service) of the Public Health Service Act to: (1) add patient case management services to the list of services provided by migrant health centers; and (2) add to the list of services included in the term "supplemental health services" other services appropriate to meet the health needs of the population served by the migrant health center involved.

Requires notice and an opportunity to offer information before the Secretary of Health and Human Services may alter a determination that an area is a high impact area.

Requires that the schedule of fees or payments used by migrant health centers receiving grants under specified provisions be consistent with locally prevailing rates or charges.

Allows grants for migrant health centers under specified provisions to be used for expansion as well as for acquisition and modernization of existing buildings.

Authorizes appropriations for grants under specified provisions for migrant health centers for FY 1989 through 1991.

Authorizes the Secretary to make grants to assist centers in providing services for the reduction of infant mortality and developing and coordinating referrals regarding the health management of infants and pregnant women.

Adds, with regard to community health centers, to the list of services included in the term "supplemental health services" other services appropriate to meet the health needs of the medically underserved population served by the community health center involved.

Requires notice and an opportunity to comment before the Secretary may modify the criteria for determining the specific shortages of personal health services of an area or population group.

Requires that the schedule of fees or payments used by community health centers receiving grants under specified provisions be consistent with locally prevailing rates or charges.

Allows grants for community health centers under specified provisions to be used for expansion as well as for acquisition and modernization of existing buildings.

Authorizes appropriations for grants under specified provisions for community health centers for FY 1989 through 1991.

Authorizes the Secretary to make grants to community health centers to assist centers in providing services for the reduction of infant mortality and developing and coordinating referrals regarding the health management of infants and pregnant women.

Directs the Secretary, in making grants to community health centers, to give special consideration to the unique needs of frontier areas.
