Homeless Emergency Relief Act of 1987 - Directs the Secretary of Health and Human Services, through the Office of Community Services, to provide grants to local governments or nonprofit organizations for the provision of emergency services (shelter, food, and outpatient care) to homeless persons and families.

Limits: (1) Federal amounts to 75 percent of project costs; and (2) individual grants to $5,000,000.

Establishes in the Office of Community Services the Emergency Shelter Grants Review Board which shall review applications and recommend grant recipients to the Secretary.

Authorizes FY 1987 appropriations.
