Amends the Solid Waste Disposal Act to prohibit the transportation of solid waste in excess of a specified amount across State lines unless the person transporting the waste has a written agreement that the owner or operator of the receiving facility is authorized and willing to accept such waste. Establishes civil penalties, including administrative orders, for violations.

Requires that facility owners or operators make facilities, records, and samples available to representatives of the Environmental Protection Agency for inspection.

Authorizes appropriations for FY 1989 through 1992 for solid waste management, planning, and program assistance for States.
