Hate Crime Statistics Act - Directs the Attorney General to include within the Uniform Crime Reports for calendar years 1988 through 1992 the incidence of criminal acts that manifest prejudice based on race, religion, sexual orientation, or ethnicity.
Authorizes appropriations.
