Amends the Agricultural Act of 1980 to require the Secretary of Agriculture to submit an annual report to the Congress on food bank special nutrition projects. (Under current law, a final report was due on January 1, 1984.)

Directs the Secretary to: (1) carry out at least one food bank demonstration project in each of the standard Federal regions; and (2) report to the Congress, not later than January 3, 1990, on such projects.

Terminates the Secretary's authority with respect to the demonstration projects December 31, 1990.
