Flight Service Station Operation Act of 1987 - Amends the Airport and Airway Improvement Act of 1982 to prohibit the Secretary of Transportation from closing or reducing flight service station operation hours unless substitute service will be provided by an automated flight service station with specified equipment.

Requires the Secretary to reopen flight service stations that were closed during a specified time period.
