Requests and authorizes the President to conduct a White House conference on Child Abuse not earlier than September 1, 1989, and not later than September 30, 1991.

Requires the conference to be planned and conducted under the direction of the Advisory Board on Child Abuse and Neglect.

Provides for the cooperation of Federal departments and agencies.

Requires the final report of the Conference to include a statement of a comprehensive coherent national policy on children, youth, and families.

Requires the Board and the Secretary of Health and Human Services to submit their recommendations following the report.

Authorizes appropriations.
