Broadcast Carriage Stability Act of 1987 - Requires the Federal Communications Commission (FCC) to amend its rules on the mandatory carriage of qualified television broadcast signals to delete the expiration of such requirements.

Requires the FCC to study and report to the Congress on the impact of such rules on cable and over-the-air television.
