Surrogacy Arrangements Act of 1987 - Amends the Federal criminal code to provide criminal penalties for anyone who, on a commercial basis, knowingly makes, engages in, or brokers a surrogacy arrangement.

Amends the Federal Trade Commission Act to provide criminal penalties for anyone who advertises the availability of such an arrangement.
