Amends title XVIII (Medicare) of the Social Security Act to provide that nursing care and home health aide services may be provided on a daily basis as home health services for up to 60 days with monthly physician certification of the need for such services, and after the 60-day period on a physician certification of exceptional circumstances.

Covers the nursing care and home health aide services (for up to 30 home health service visits) that are reasonable and necessary for the safety and maintenance of an individual in the home after such individual's need for home health services in the form of skilled nursing or speech or physical therapy ends.
