Veterans' Job Training Improvement Amendments of 1987 - Amends the Veterans' Job Training Act to extend the time periods for application for and initiation of job training for eligible veterans under such Act.

Extends through FY 1990 the authorization of appropriations under such Act, and extends the availability of authorized funds through FY 1992.

Revises the eligibility requirements for veterans receiving such assistance to include as eligible certain veterans who were terminated or are about to be terminated from employment due to the permanent closure of a plant or facility or any substantial portion thereof.
