Requires the Administrator of Veterans Affairs to establish a pilot program to contract for temporary health care for veterans in the West Palm Beach, Florida, area who will eventually be served by the West Palm Beach Veterans Administration Medical Center, upon its completion.

Requires the Administrator to implement such program and to report to the Congress a plan for such implementation within specified periods.

Terminates the authority for the pilot program when a new Veterans Administration medical facility serving such area is opened.
