President's Pro-Life Bill of 1987 - Prohibits the use of Federal funds for abortions, except when continuing the pregnancy would endanger the mother's life.

Prohibits the granting of funds relating to certain population research and voluntary family programs under the Public Health Service Act to organizations providing abortions or abortion referrals, unless the life of the mother would be endangered by continuing the pregnancy.
