Traffic Safety for Handicapped Individuals Act of 1987 - Amends Federal law to prohibit the Secretary of Transportation (Secretary) from approving certain highway safety programs that do not provide for a uniform system for handicapped parking to promote safety. Directs the Secretary to promulgate uniform standards applicable to such a system. Details the criteria for such a system.

Directs the Secretary to undertake an annual evaluation of State compliance with this Act and to report the results to the Congress.
