Requires the President to direct officers and agencies of the Federal Government to implement the recommendations regarding intravenous drug abusers made by the President's Commission on the HIV Epidemic (HIV stands for Human Immunodeficiency Virus) which are capable of being implemented under existing law.

Directs the Secretary of Health and Human Services to submit to the Congress and the President drafts of legislation which would permit the implementation of those recommendations regarding intravenous drug abusers made by the Commission which are not capable of being implemented under existing law.
