Expresses the sense of the Congress that: (1) the Department of State and the executive branch should take every opportunity to encourage the Government of the German Democratic Republic (GDR) to live up to its obligations under the Helsinki Final Act and other international instruments; and (2) the GDR should favorably resolve the pending cases against the four people detained at the Zion Church on November 24, 1987, initiate no further reprisals against individuals for peacefully expressing their views, and continue and expand the positive steps taken in the area of human rights.
