America Recruits Act of 2009 - Directs the Secretary of Commerce, acting through the Assistant Secretary of Commerce for Economic Development, to establish a program to award grants to eligible intermediaries to make loans to eligible entities to assist them, when deciding whether to locate eligible jobs in foreign countries or in the United States, in locating information technology and manufacturing jobs in economic development districts or targeted labor surplus areas (whose unemployment rate is at least 140% of the U.S. unemployment rate).
