Department of Energy Nuclear Employees Exposure Compensation Act - Establishes in the Treasury the DOE Nuclear Employees' Exposure Compensation Fund for certain Department of Energy (DOE) nuclear facility employees' medical and diagnostic claims filed with, and approved by, the Attorney General, related to a claim for a specified cancer (including complicating factors).

Sets forth procedural guidelines for claim determination and payment. Restricts claimant's attorney's fees to ten percent of a payment made for a claim.
