Living Organ Donation Incentives Act of 1999 - Amends the Family and Medical Leave Act of 1993 and Federal civil service law to allow unpaid leave for living organ donations for civilian and Federal employees.

Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants or contracts to States, transplant centers, qualified organ procurement organizations, or other public and private entities to provide for payment of travel and related organ donation expenses.

Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary to increase by 2.9 percent each composite rate payment for Medical renal dialysis services. Authorizes appropriations.
