EPA Regulations regarding the recovery from end-of-life goods and vehicles including recent PFAS contaminant regulations.

Railroads

Problems experienced by the scrap recycling industry, which ships very significant tonnages (and a significant portion of its manufactured product) by rail, including service problems with the railroads and anti-competitive behavior of the railroads, particularly as such problems affect small and medium-sized businesses and their bottom lines.

Waste (hazardous/solid/interstate/nuclear)

There are general and specific issues relating to the processing and expiration of e-scrap. Promoting recyclables is not waste recycling and is not disposal.

Science/Technology

Issues related to the safe and efficient recycling of scrap electronics.

Trade (domestic/foreign)

Discussions with regard to trade promotion and export of scrap materials- metal, paper, glass, plastic, rubber, textiles & electronics. Discussions with regard to real and potential trade barriers imposed by foreign nations, particularly on the scrap recycling industry and its feed-stock. Discussions with regard to the application of ITAR. EAR, OFAC and other regulations as they relate to the international trade of recycled materials. Discussion regarding the mis-classification of recyclable materials as "solid waste thereby resulting in import shipments being turned away at the orders. Discussion with regard to the inappropriate application of the requirement for "mill certificates" as it relates to scrap metal being brought into the US or manufactured into specification grade commodities that substitute for virgin materials in the manufacture of new basic materials. Discussions with regard to the inappropriate application of the Basel Convention and the OECD Waste Agreement to non-hazardous, specification grade commodities manufactured from scrap/recyclable materials.

Environment/Superfund

EPA's interpretation of the Clean Air Act as it relates to the recovery of Chlorofluocarbons from certain items. Efforts to encourage Design for the Environment and Design for Recycling, both of which would greatly improve the recyclability of many products and result in dramatically less use of hazardous or toxic substances in such products. Electronics, rubber and plastic issues

Roads/Highway

The significant performance, safety and environmental benefits gained by using crumb rubber from scrap tires in the construction of ashphalt roads and how to encourage states that use more this clearly superior product. The benefits that can be gained by increasing the Highway Bridge Weight Laws to allow for a larger maximum gross vehicle weight to be carried on tractor trailer combinations utilizing three (3) axle trailers.

Marine/Maritime/Boating/Fisheries
