Grain Marketing Act of 1986 - Amends the Agricultural Act of 1949 to repeal the Secretary of Agriculture's authority to reduce 1986 through 1990 soybean support levels.
Directs the Secretary to implement marketing loan programs for the 1987 through 1990 wheat crops, the 1986 through 1990 feed grain crops, and the 1986 through 1990 soybean crops.
Establishes minimum loan repayment levels.
Directs the Secretary to make loan deficiency payments for the: (1) 1987 through 1990 wheat crops; (2) 1986 through 1990 feed grain crops; (3) 1986 through 1990 cotton crops; (4) 1986 through 1990 rice crops; and (5) 1986 through 1990 soybean crops.
