Temporary Emergency Grain Storage Act of 1986 - Amends the Agricultural Act of 1949 to direct the Secretary of Agriculture, where Commodity Credit Corporation-approved grain storage facilities are insufficient, to pay for on-farm storage at rates consistent with commercial facilities. Terminates such authority on May 1, 1987 (with a one-year extension available).

Directs the Secretary, whenever demand for Corporation-approved storage exceeds capacity, to utilize rail cars, barges, and other temporary storage facilities.

Permits in-kind payment of such storage costs.
