Reaffirms the intent of the United States to maintain close ties with the Republic of the Philippines and to maintain U.S. military facilities located there as long as practicable.

Directs the Secretary of Defense, for contingency planning purposes, to conduct a study of the feasibility of relocating such military facilities presently in the Philippines at another secure and stable site in the Pacific region. Directs the Secretary to submit the results of such study, together with comments and recommendations, to the Congress no later than June 30, 1986.
