Procurement Safeguard Act of 1986 - Establishes an alternative procurement protest system under which an interested party can file an action with the board of contract appeals of the General Services Administration, in lieu of the Comptroller General of the General Accounting Office.

Authorizes the board to suspend a protested procurement on an interim basis until the board can decide the protest. Specifies procedures and standards in protest proceedings. Directs the board to suspend, revoke, or revise the authority for any procurement found to violate a statute, regulation, or other provision of law. Authorizes the appeal of a board decision as set forth in the Contract Disputes Act of 1978.

Authorizes the board to administer oaths, issue subpoenas, and participate in court proceedings. Directs the board to adopt and issue rules and procedures as necessary to carry out this Act.
