Amends the Agricultural Adjustment Act of 1938 to authorize the Secretary of Agriculture to conduct the referendum with respect to the 1986 through 1988 crops of Flue-cured tobacco not later than the earlier of: (1) 30 days after any proclamation of the national marketing quota for 1986 Flue-cured tobacco made after enactment of this Act; or (2) March 15, 1986.

Extends the announcement date for the 1986 Burley tobacco national marketing quota to March 1, 1986 (30-day extension).
