Declares that the increase in postage rates for nonprofit and certain other subscription publications shall not take effect until January 1, 1986. Terminates the reduced rate phasing schedule as of such date. Directs the Postal Service to request a supplemental appropriation to replace any shortfall in revenues which may result from the delay in such increase.
