Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to prohibit the Administrator of the Environmental Protection Agency from issuing a permit for ocean incineration of hazardous wastes off the coast of Maryland until a hazardous waste reduction and management feasibility report has been completed and a plan based on such report has been submitted to the Congress.

Authorizes appropriations.
