Haym Salomon Memorial Act of 1985 - Authorizes the American Jewish Patriots and Friends of Haym Salomon to place in the Capitol Building or on the Capitol Grounds a statue of Haym Salomon, a revolutionary war patriot of Polish and Jewish background.

Authorizes such organization to also erect a monument to Haym Salomon on Federal land in the District of Columbia. Subjects the selected site, design, and plans for the memorial to the approval of the National Commission of Fine Arts and the National Capital Planning Commission.
