Telephone Consumers Representation Act - Requires a specified amount of designated overcharges for interstate and foreign services by the American Telephone and Telegraph Company and the Bell System Operating Companies to be deposited into a Consumer Telephone Trust Fund and used for grants to pay the costs of participation by consumer representatives in Federal, State, and local telephone proceedings. Establishes the Consumer Representation Grant Review Board to administer the grant program. Requires the Board to submit an annual report on its activities to the Congress.
