Nuclear Waste Transportation Safety Act of 1985 - Prohibits the transportation of any high-level radioactive waste or spent nuclear fuel from the site at which it is located or generated to any site other than a repository or test and evaluation facility.

Exempts from such restrictions high-level radioactive waste or spent nuclear fuel that is to be transported by or under contract with the Department of Energy if the Secretary of Energy certifies: (1) compelling reasons of public health, safety, or national security require immediate removal of the waste or spent fuel to another site; (2) receipt of written approval of the appropriate official of each State through which, and the governing body of each Indian tribe through whose reservation, the waste or spent fuel is to be transported; and (3) adequate financial protection or indemnification to cover any public liability arising out of such transportation.

Exempts from such restrictions waste or spent fuel to be transported by any person or governmental entity not under contract with the Department of Energy if the Nuclear Regulatory Commission certifies that such conditions are met.
