A bill to amend titles XI, XVIII, and XIX of the Social Security Act to provide for civil monetary and criminal penalties for an individual who has made a material misrepresentation in order to be licensed as a physician and for whose services payments are made under the medicare or medicaid programs.

Amends titles XVIII (Medicare), XIX (Medicaid), and XI (Part A, General Provisions) of the Social Security Act to provide for civil and criminal penalties for any individual who presents a claim for a physician's service and knows or has reason to know that the individual who furnished the service either: (1) was not a licensed physician; (2) was licensed, but obtained the license through a material misrepresentation; or (3) misrepresented certification in a medical specialty.
