Automobile Strategy and Stability Act of 1985 - Imposes a quota on the number of motor vehicles produced in Japan that may be imported into the United States between April 1, 1985, and March 31, 1986. Terminates such quota 30 legislative days after the recommendations of the Auto Strategy Council are submitted to the Congress and the President.

Establishes the Auto Strategy Council to: (1) analyze the implication for the future competitiveness of the U.S. auto industry of the removal of quotas on Japanese motor vehicles; (2) develop a strategy to improve the international competitiveness of the U.S. auto industry; and (3) identify the impact of continuation of auto restrictions of Japanese auto imports on other economic sectors and trade with other nations. Requires the Council to make recommendations to the Congress and President by December 31, 1985. Terminates the Council after it makes its report.
