Social Security Benefits Disallowance Act of 1983 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that an individual can receive title II benefits only if such individual can show that he or she: (1) is a U.S. citizen or was a U.S. citizen but has voluntarily relinquished such status; or (2) is an alien legally admitted to work or was an alien legally admitted to work but has voluntarily relinquished such status.

Prohibits the payment of title II benefits to any individual who: (1) is subject to a final order of exclusion, a final order of departure, or a voluntary departure in lieu of deportation; or (2) is not legally permitted to work in the United States.
