Amends part A (Aid to Families with Dependent Children) of title IV of the Social Security Act to authorize appropriations for FY 1983 to assist States in providing emergency shelter and related assistance to homeless individuals and families.

Includes within the definition of "homeless individuals and families": (1) individuals and families without any form of regular shelter and who have been determined to be in need of emergency shelter and related assistance; and (2) parents and their children who have suffered spousal abuse who need to leave their homes for emergency shelter and assistance.

Sets forth a method for allocating funds among the States.
