Humane Methods Research Act - Authorizes the Secretary of Health and Human Services to make grants to public and nonprofit private entities to: (1) support research into and development of alternative methods of research, experimentation and testing which do not require the sacrifice of animals and which produce less pain and suffering in animals than current methods; and (2) establish the validity and reliability of the alternative methods.

Authorizes appropriations.
