Amends part A (Aid to Families with Dependent Children) of title IV of the Social Security Act to permit States to require any individual to work as a condition of eligibility for AFDC benefits. Prohibits such conditions being imposed on the following: (1) a child under age 16 or attending school; (2) the incapacitated; (3) an individual required in the home because of another's incapacity; or (4) a mother with a child under age six.
