Directs the United States Postal Service to issue a commemorative postage stamp to honor the dedication of the Vietnam Veterans Memorial.

Provides that such stamp shall be issued in the denomination applicable to first-class mail up to one ounce in weight. Directs that such stamp shall be issued on November 11, 1982.
