National Soil Conservation Act of 1981 - Directs the Secretary of Agriculture to establish a cost-sharing program with landowners and operators for the conservation of soil, water, and related resources. Bases such agreements and conservation standards on local conditions. Authorizes a five-year pilot program to test the purchase of conservation benefits.

Authorizes necessary appropriations for such programs through fiscal year 1986.
