Establishes the Commission on Capital Markets to evaluate the regulation of financial intermediaries by the Federal and State governments and the functioning of such intermediaries in the accumulation and allocation of capital within the U.S. economy.

Requires the Commission, not later than one year after its initial meeting, to submit to Congress a report on the results of its evaluation.

Terminates the Commission 90 days after the submission of its final report to Congress.

Authorizes appropriations as necessary to carry out this Act.
