Provides that the annual rate of pay for Members of Congress shall be the rate payable on the date of enactment of this Act.

Repeals the provision of law which authorizes permanent appropriations for compensation for Members.

Amends the Internal Revenue Code of 1954 to require Members to substantiate their living expense deductions.
