Automobile Research Competition Act - Establishes an automobile research competition to be administered by the Secretary of Transportation.

Sets forth eligibility requirements for such competition.

Makes a research award of a specified sum to qualified participants.

Lists requirements for the new motor vehicle produced pursuant to this Act, including high fuel economy and specified acceleration and braking standards.

Directs the Secretary to promulgate testing standards to be used to measure such requirements. Allows the Secretary to request assistance from the appropriate Federal agencies in order to evaluate the motor vehicles submitted pursuant to the competition.

Declares that all determinations made by the Secretary in regard to the competition are final.
