Amends the Department of Energy Organization Act and the Energy Policy and Conservation Act to require that petroleum company overcharges, paid to the United States, be used to complete the Strategic Petroleum Reserve. Provides for initial good-faith efforts to refund such amounts to original purchasers.

Permits payment either by cash or by in-kind transfers of petroleum products.

Requires the Secretary of Energy to study and report to the President and the Congress on the final Strategic Storage Level.
