Affirms support for a negotiated settlement to the conflict, for democratic government, and for respect of human rights. Calls for the suspension of military aid to El Salvador pending a report on: (1) the extent to which further military aid will strengthen the moderate forces within that country; (2) the results of the investigation into the murder of six Americans; and (3) the implementation of a land reform program.
