This resolution condemns the arrest and detention of U.S. citizens Evan Gershkovich, Paul Whelan, Alsu Kurmasheva, Marc Fogel, and Ksenia Khavana, and U.S. permanent resident Vladimir Kara-Murza by the government of Russia and calls for their immediate and unconditional release.

The resolution also condemns Russia's persecution, arrest, and imprisonment of ordinary Russian citizens and human rights defenders who call for the end of the war in Ukraine and demand freedom.
